Procedure, as an instrument of jurisdiction and a means of safeguarding citizens’ rights, has a mission that goes far beyond its operational role within the administration of justice, although we recognize the great importance of judicial activity in ensuring the realization of rights. However, procedure also has a democratic and socially inclusive purpose, with the potential to guarantee access to and enjoyment of goods and services, especially those that promote the effective realization of fundamental rights.
